Cleaning Up and Invigorating the Civil Service

Abstract:
Anecdotal evidence shows evidence of adverse effects on development in countries where government performance has collapsed. The author examines the causes of poor public sector performance using an institutional economics framework of incentives, information and credible commitment, and argues that "institutional adjustment" is an important aspect of reform. He illustrates with two examples: improving incentives in the civil service, and anti-corruption strategies.
