Abstract:
This policy brief outlines the concept of an ethics infrastructure, i.e., the tools and processes to prevent undesirable behavior and to provide incentives for good conduct. Countries emphasize different elements of such an infrastructure based on their political and administrative traditions, depending, for example, on whether conduct is managed primarily through controls and sanctions, or through management incentives and guidance.
